Who Handles Permits: City, County and Planning Commission in Bowling Green

Warren County's Building Services page says its division covers buildings and structures in Warren County excluding Bowling Green and Oakland, and it lists a separate Bowling Green Building Inspector Office. The zoning ordinance lists the Building Inspector's review of building permits for conformance with it. The page does not say what the City's office requires for a block wall.

What block wall work in Bowling Green actually involves

Warren County's Building Services page (read October 8, 2026) says the Division for Building Services is responsible for enforcement of the Kentucky Building and Residential Codes and the National Electric Code for new construction, alteration, relocation, demolition and change of occupancy for buildings and structures in Warren County, excluding Bowling Green and Oakland. Under Key Contacts it lists a Bowling Green Building Inspector Office with a phone number, which this site does not repeat: use the page. The Warren County/Joint Zoning Ordinance lists, among the Building Inspector's duties in regard to it, reviewing building permits and certificates of occupancy for conformance with the ordinance.

Zoning questions, and when rules conflict

The County page says that for all other questions one should contact the City-County Planning Commission, and it prints a phone number for it. The ordinance says that in case of conflict between it and any existing or future ordinance of the City of Bowling Green, the other member cities or Warren County, or private covenants or deeds, the most restrictive shall in all cases apply. The City of Bowling Green's own permit pages have not been read for this site, so it says nothing about what they require.

Whether a block wall inside the city needs a permit, and which office issues it, is not something the saved pages say beyond the lines above. The City's building office and the Planning Commission are the places to ask, and the costs page lists every line we read.
