The County page (read October 8, 2026) puts the exclusion in its first paragraph, and under Key Contacts it lists a Bowling Green Building Inspector Office with a phone number, apart from the County's own inspectors. The zoning ordinance, by contrast, is a joint one that the Planning Commission says applies to all areas within Warren County. Neither page mentions a wall.

No saved page says what the City's office requires for a wall, so what follows is our inference, not a rule: a County page that excludes the city is not a Bowling Green rule, so someone planning a block wall inside the city has a reason to ask the City's own office as well as the Planning Commission. We say nothing about any lot.

The zoning ordinance says accessory buildings and structures, except as otherwise permitted by the ordinance, shall require a building permit and shall be subject to its regulations in all single family districts. It does not mention a wall, and we do not say a permit is or is not needed for a block wall.
